The word "dwell" as used in the New Testament carries with it more than just the concept of living in a place. Rather it signifies a permanent residence.
In our comments we will simply call them "earth dwellers."

While this really does not belong to this topic (Earth Dwellers,) we are covering it anyway because most do not notice that this should actually read: "Woe to the earth.." – "Inhabiters of the" being spurious. Here the earth dwellers are contrasted with those who dwell in heaven as well as those who dwell in the sea. Both the earth dwellers and the sea dwellers feel the wrath of the dragon (Roman civil power) during the time when Papacy has gained the upper hand (539-1799). |

This sounds like a group of Protestants who are not well grounded in the principles of truth. They are not especially fond of Bible study but they do like the security of being told they have a one way ticket to heaven (this is why they are dwelling on the earth – organized society under religious restraint – R498.)
